Migrant Flasher Punches 90-Year-Old Woman

How does an man on the continent of Africa, supposedly so poor that he is classified as a migrant, afford to cross the ocean to North American and then cross the United States. Maybe the other direction around the world is shorter.

Imagine this, he did not show up for court after having been released because the jail did not have enough beds. Portland jail space is short because the city is out of funds.
Portland also has a continuing problems with its Mayor's relationship with ICE and its handling of a burgeoning homeless cluster.
At the bottom of the Statue of Liberty there is an inscription that reads.

"Give me your tired, your poor, your huddled masses yearning to breathe free, the wretched refuse of your teeming shore."

'Migrant' Filbert Gacinya has brought the wretched refuse here and dropped it with his pants.
